The Manitoba Government, City of Winnipeg and Winnipeg Soccer Federation have announced a massive expansion of Garden City Community Centre, which includes a 120,000-sq.ft. indoor field that can be split into four smaller fields and a fully lit outdoor synthetic turf field. Starting the 2013 Outdoor Season, Open Transfer guidelines have been established for all competitive players (D-League and Premier/Premier-Developmental) 9 years of age and older. An Open Transfer is a permanent transfer to another District Club (as opposed to an Inter-District Transfer which is only seasonal). This process is not applicable for Recreational players.
Be sure to read the Open Transfer Policy guidelines which provides explanations to eligibility, the application period, placement process and conditions of placement. Additionally please note the reference to Article 9 Tampering, in the WYSA Rules and Regulations. Incidents of Tampering will not be tolerated and will be subject to significant sanction.
The application period for an Open Transfer is January 15 - 30 of each year. All applications for Open Transfer must be submitted to the WYSA Office before January 30 on the appropriate application form found here. It is the responsibility of the applicant to make sure that the application is received by WYSA office by the deadline. Incomplete applications and/or late Applications will not be accepted. There are no limits to the number of players who may apply for Open Transfer. Submission of an application does not signify placement.
Out of Region players will also have the ability to apply for Open Transfers, but must first apply for an Out of Region Transfer into the Winnipeg Region through the Manitoba Soccer Association (MSA). Once the Out of Region Transfer is approved by the MSA, WYSA can process the Open Transfer application. Click here for a copy of the MSA's Out of Region Transfer Request form.
Please note that the deadline for applications to the MSA for Out of Region placements is February 15th every year for the Outdoor Season.
